This week, the law on the import of used cars was referred to the presidency for implementation by the Speaker of the Islamic Council. The regulations for the import of these cars are supposed to be approved and implemented by the Ministry of Industry and the government soon.
According to this law, all people are supposed to import used cars without the need for a commercial card, but according to some of the articles of the second-hand car import regulations, the parliment members, in order to give concessions to domestic car manufacturers, obliged the ministry of industry to not meet the needs of the domestic market. to allow domestic companies to import used cars.
According to paragraph 13 of this regulation, the import of second-hand cars "if domestic car manufacturing companies cannot meet the needs of the domestic market in the form of domestic car production, the Ministry of Industry, Mines and Trade is obliged after reviewing and confirming the domestic production capacity and market needs to issue permission for Iranian automobile companies to import used cars.
But the important question that arises regarding the import of second-hand foreign cars is why the parliament has not set any ceiling for imports in the approval of the import of used cars? Wouldn't it have been better in the approval of the representatives to import used cars, instead of giving concessions to car manufacturers to import used cars, by setting a ceiling for imports and subjecting the market to leaving the monopoly, leaving the hands of car manufacturers to determine car prices and compete in the market?
To mislead public opinion by importing used cars
In order to answer the ambiguities related to the articles of the used car import regulations, Amirhassan Kakai, an automotive expert and a member of the academic staff of the Iran University of Science and Technology, in an interview with Parshin Khodro reporter, considered the entire Article 13 of the Law on the Organization of the Automotive Industry to be inherently flawed and said: Officials were subjected to populist actions and words regarding the issue of used car imports, which has also misled public opinion.
With regard to the conditional privilege of the parliament for the import of used cars by car manufacturers, he emphasized: Any license to import used cars to car companies is a serious disaster in the world of politics, because the government encourages manufacturers to broker under the pretext of market management.
Regarding the issue of market needs in Article 13 of the used car import regulations for the purpose of issuing second-hand car import licenses by car manufacturers, he said: the real need will be accurate when everything is left to the market to determine the prices and the market needs automatically It should be known that the companies also market and compete and produce or import cars according to the upcoming conditions, but in the last 5 years, the government has practically manipulated the needs of the car market with mandatory pricing and interference in the capital markets, and there are no accurate statistics about the real needs of the car market. Regarding the dependence of the real need of the market on the price and economic conditions, this expert of the automobile industry clarified: as long as the price and production are suppressed in some way, not only is the real need not clear, but with such a policy, the market is also strengthened in terms of demand.
